The BeiDou Navigation Satellite System (BDS) is a Chinese satellite navigation system, which is the third mature satellite system right after the American GPS and Russian GLONASS systems. On December27,2012, with the official announcement of the official version of space signal interface control document of Beidou system, Beidou Navigation Service officially started providing passive positioning, navigation and timing data to Asia-Pacific region. As the navigation systems are bringing to market, GPS systems take most of the domestic market share, competing fiercely with Beidou Navigation System. However, with the operation of Beidou Regional Navigation Satellite System, especially the development of passive positioning, BDS has already been theoretically qualified to compete with GPS, which would lead Beidou Navigation products to take a growing market share.How to minimize construction costs and strengthen the technological competitiveness of products in Jiangsu4G Industrial Park construction project are the key to the implementation and development of the project. The article, on basis of the present situation, cleared plans and construction goals of the4G Industrial Park construction project. With Theories and methods of project management, and through project planning and analysis of project development planning, industrial policy, resource development and utilization, energy-saving programs, environmental and ecological impact, economic impact, social impact, it proposed plans for the construction project, and described the product solutions and the scale of production capacity, construction content and scale, technology programs, equipment programs, organizational structure and staffing. Finally, we analyzed the existing risk factors in project constructing and proposed risk control measures.
