Radio network planning & optimization is based on the mobile communication system characteristic. This paper firstly summarizes the third generation mobile systems,introduces the technology characters and the key technologies of TD-SCDMA system. Then the general process for TD-SCDMA radio network planning is introduced, and every step is explained indetail. As dimensioning is the most important content of network planning,this paper particular analyzes the dimensioning based on coverage as well as capacity. At the same time,discusses the way of capacity estimation form ultiple services. Following that,relationship between coverage and capacity is researched carefully and based on the characteristic of coverage and capacity is restricted by each other,we point out the method to improve coverage range of cell and system capacity. After that is radio network design and discuss the staticsimulation for TD-SCDMA radio network, choose key parameter indicators which affect the radio performance, and according to these key parameters, evaluate thenetwork planning simulation result of special area.
