A statistics shows that outdoor traffic accounts for 30.3%,and indoor traffic accounts for the 69.7% of the entire network traffic in the 3G network. The statistics is made by the NTT DOCOMO Company from Japan. The main reason is that 3G traffic focused on the data, and users are mostly using data services indoors. For the 3G network construction, it can be expected that, the indoor environment will become mostly considering areas of 3G coverage for operators.Deep coverage of indoor is important for operators, and need radio network planning and optimization. So the work of network planning and optimization become more important. Radio network planning is a complicated project, but also the basis of the radio network coverage. And radio network optimization makes the best quality of network communication by actual measurement and test. Obviously, the work is a long-term, sustainable complex systems project.In the paper, first chapter introduces the development process of the third generation mobile communication, and compares the technological advantages of the three major communication standards. The second chapter introduces the basic principles and key technology of TD-SCDMA, highlights the advantage of TD-SCDMA. The third chapter focuses on radio wave propagation model, includes the characteristics and environment of radio wave propagation, mathematical model and Model calibration. The fourth chapter introduces the process and planning of TD-SCDMA network, discusses the tasks and methods of radio network optimization, and provides guidance for network coverage planning. The fifth chapter describes the indoor coverage planning. It includes requirements analysis, choice of coverage model, and design of indoor distribution system etc. The sixth chapter describes the coverage planning of three special indoor scenes, design of distribution, and test of coverage. These designs provide some useful experience for deep coverage in the future. The last chapter makes a summary, and gives a self-prediction about next stage target of network construction.
