The videoconferencing system can play a key role in monitoring trials and keeping judges on their good behavior in a distributed environment. This work proposes and implements a bidirectional videoconferencing system based on Matix MCU technologies. The system is intended for the Supreme Court of P.R.China to supervise 32 superior courts and nearly 4,000 secondary courts around China, through multi-level court videos with mutual control and recursive navigating by judges.The proposed system is based on the requirements of the Beijing's Superior Court that the author works for. The identified problems are clock excursion, code errors among circuits, FUR negotiation, overload of MUC balance, and interruption during MCU video switching in the videoconferencing system. To address these problems, the paper proposed a video network with multi-multi circuit switch to improve the traditional MCU network. A large-capacity videoconferencing system based on matrix MCU, with multi-level transmission, has been developed to support bidirectional negotiation and monitoring.There were no literatures or publications before the proposed work, about the proposed videoconferencing system, to support thousands of bi-directional image transmission and with multi-level mutual control, as long as the author's knowledge. Moreover, the presented large-capacity HDTV super-content bidirectional videoconferencing system has been applied in China's courts and made big difference in improving efficiency and transparency of the courts' trials and supervision. It is the first attempt in this field to be put in practice. Also the proposed system can be applied in the supervision environments of other fields.
