With the continuous development of computer technology, multi-media and network technology is updated, the court informatization construction, especially the digital court will face greater technological innovation situation, in the audio and video processing effect, data storage and so on will further enhance the technology.The main purpose of this paper is to study the design and implementation of digital multimedia technology and computer network technology based on the extension,extension of the trial court, through the traditional function, using advanced computer network technology and multimedia technology, digital court system in the trial,evidence shows, Sulu digital video and audio recording, storage, playback and control the integrated management system and online remote arraignment, remote trial as the main application, in order to adapt to the new needs of the trial, the people's court trial to achieve a comprehensive management work of informatization.This paper starts from the information system development status of domestic and foreign courts, through systematic analysis and research, put forward the development direction of digital court court. The main technology of the system design is the audio and video streaming media technology, including multimedia file format, video codec technology, audio codec technology. Follow the design of multimedia transmission requirements for the network, using HTTP protocol and its working principle, support streaming media transmission network protocol. At the same time the system design also uses the multicast technology and TCP/IP port number and protocol. The system uses C/S structure, database using SQL2008.The overall design of the system analyzes the principles of database design,system of structure design, The hardware design of the system includes the system of the front-end part of the design, system design and system storage part to transmission part design.
