Court Performance Management System Design And Implementation

With rapid development of China court systems, it's urgent and important to build up a devoted Performance Management System (PMS) for court. There are some issues when designing and implementing the PMS. To this end, the thesis provides a solution for PMS based on the requirements of Beijing court.The thesis surveys the domestic and foreign court systems, and develops a Performance Management System (PMS) for Beijing court. Considering the strict requirements and performances, the system has been designed with high flexibility, stability, security, user-friendly and other characteristics. Technically, PMS for Beijing court is built on J2EE and three - layer architecture. By using the popular frameworks, the scalability and flexibility of whole system has been improved. Operationally, PMS for Beijing court has been divided into three core modules. They are evaluation system, evaluation implementation module and performance analysis module.Through the pilot project for Beijing court, we are happy to know that this system matches the overall performance management requirement of Beijing court. We believe this system will lead a good example for future promotion in sub-courts sooner.
