On the arrival of informationization and the era of knowledge-driven economy, the competition among enterprises is increasing dramatic after China entering into WTO and quickening of the course of globally economic integration. The development and management of human resources play an indispensable role whether the competition of enterprise is success or not, which the quality of the administrative staff decides on the thrive or decline and destiny of enterprises directly, while performance appraisal (for short PA) is one of the most meaningful technologies in human resource management (for short HRM). How do establish a set of performance management system of manufacturing enterprises by utilizing the theory, method of performance management (for short PM) and combining the modern information network technology in order to increase the HRM level and, further, the market competitiveness, which is the direction of study in this paper.First all, the development trend of PA of domestic and international staffs, the current situation of informationization construction of China manufacturing enterprises, and the relevant theory of PM is analyzed in this paper. Further more, the problems existing in PA of administrative staff of concrete manufacturing company are discussed, and the solution of PM to administrative staffs based on job analysis is proposed. Finally, the information system of PM to administrative staff is developed.In the study of job analysis, the principle and method of job analysis to administrative staff is carried out, and the work of different administrative staff to concrete enterprise is analyzed. On the basis, the paper pays more attention to the study on PM process, performance plan, PA method, PA cycle and PA relation, etc. to administrative staff of manufacturing enterprises. Therefore, the appraisal model of the task and behavior is put forward, and a scientific and rational PM system is established.On the basis of PM study, the effect of some fatal factors on the system pattern to choose are analyzed, such as data transmission of network, processing ability, security, reusability, maintainability, using scale, and using scope etc. The commonly used development scheme of information system at present iscomparatively discussed, then, the development scheme of this system adopting B/S construction based on COM is advanced. According to this development scheme, the information system of PM to administrative staff is designed and developed, which is able to appraise the staff performance in time, and improves the scientificity and effectiveness of HRM in enterprises.The research results above all have already been applied to some manufacturing enterprises. The applied practice indicates the original problem of personnel appraisal is solved. The study is very helpful for the modern enterprise to construct PM system, realize the informationization of PM, improve the management level and strengthen market competitive power of enterprises.
