The line of newspapers has gone into a new period at present, with the obvious characteristic of competence and cooperation. The human resources, one of the most important factors in the line of newspapers, draw more and more attentions. Therefore, the paper focuses on the strategy of human resources in the line of newspapers just in the right background.Great progresses have made in the line of newspapers after we have reformed the traditional personnel system. Meanwhile, many new problems have occurred, the high rate of flow, the unreasonable structure of human resources, the management of the employed, etc. Therefore, it is so important that we try our best to realize the realistic situation completely, analyze the theoretical and practical reason, and even put forward some advice and suggestions.The paper can be divided into five parts:In the first part, the current situation of the human resources has been introduced. Meanwhile, the new problems both in the human resources and the personnel system have been discussed.The entrance should be put in the first in order to solve the current problems and improve the structure of the human resources. The second focuses on the principle and methods of selecting the talent persons. The scientific strategy of selecting the talent persons should insist on the principle of proper structure and capacity. Specialty, academic credentials and age should all been put into considerations. But these are not the only factors.The third part focuses on the strategy of encouragement. As for the material incentive, the reasonable salary system should include short-term encouragement and long-term encouragement. Meanwhile, as for the spiritual incentive, the system of stars and culture is vital.The four part focuses on the strategy of education, including the school education and on-the-job training. As for the school education, the common education and the special education, the theory and the practice should be balanced in order to solve the current problems. The construction of trainee system is significant to unite the theory and practice. The on-the-job training can be formed as "two types, two patterns", "in and out".It is vital for the line of newspapers to form the right sense of flow of the talented people. The normal flow should be encouraged in order to keep the vitality, while; it is dangerous if the flow goes out of the right track. Therefore, the five part focuses on the strategy of how to avoid the run-off of the persons.The current situations of the human resources will be discussed from four major parts with the reference of many subjects, such as human science, management and journalism. Some elicitations will be hoped toprovide.
