The Institution of Higher Education Innovation talent recruitment program, named '111' program, is being implemented jointly by the Chinese Ministry of Education and the Chinese Foreign Expert Bureau, since 2006. which aims to attract key talent off good, establishs the creative talent recruitment base for Chinese universities to build high-level research team,and to further enhance our university's academic competitiveness. This article will describe an integrated management platform, which is developed for the '111' Program.The article has given a set of integrated software system platform, Based on the investigation of the platform construction and long-term needs careful analysis , including the Talent Recruitment Base Assessment System, the Content-Management System, the Portal,the System-Management Subsystem, etc.. Through the development of this platform, we will address the shortcomings of Traditional management means over the years. While improving the management level, this platform will play a promotional role of the media as well as complete the quantitative assessment of the implementation, of the talent recruitment base construction.According to the experience of the application system design and implementation , we will chose the ICONIX UML-based object modeling process as the analysis and design tools to explore and solve the ICONIX process of application in practical project related issues. To reduce the complexity of the software development, we will intuitively and accurately describe the system model , using standard graphic. In system design implementation phase, we will use J2EE-MVC design pattern, and select the Struts as the development framework . On this basis, we will prepare the procedures and functions and to achieve the desired. In the system framework design, we will implement fine-grained access control to design model, based on the RBAC permission . This model is implemented by some of the automatic build user UI features, which greatly improves the controllability of system development, the integrity of the system permission, and the scalability of the business-system construction. This system platform was already available, practice shows that the construction of the platform, consistented with the construction of "111" program information requirements, could meet the various needs of Talent Introduction in the use of base.Through this research, hope to providing important experience and success stories for Construction of large-scale information systems in the field of education.
