The modern newspapers in China,privately-owned newspapers in particular,follow the old tradition of foreign newspapers in terms of organization.Especially in the late 19th century and early 20th century, major newspapers in Shanghai are organized in the form of enterprise.After the founding of new China,newspapers gradually become a public office,paid by the government and speaking for the Party on office,and no longer have to worry about economy.However,after the policy of reform and opening up continues to take effect,the newspaper gradually change itself into a public office with enterprise management.During the transition,newspapers keep its main function as a tool of propaganda and stay as an integral part of government,which put itself in a great dilemma- speaking for the party and the government and running on itself at the same time.It is the dual identity both as a window of propaganda and as a socio-economic organization makes newspapers develop in the middle way between "corporation" and "public office" As a result,the ownership is not clear enough for newspapers to take an independent and dominant position in the market.And newspapers are not fully motivated to manage as a corporation and make their initiatives into full play.Starting in 2001,China's relevant departments began to adopt the reform policies of the related cultural industry.But all because of the chaotic state of the press industry,it made China' s press industry reform to be the last redoubt which isn't break down,in particular the comprehensive newspaper reform.Theoretical circles also lack of integrity theoretical system of the newspaper reform.This paper' s author combined with the relevant business theory and management theory,classified and analysis the existing newspaper' s reform,summed up the reform model of the current comprehensive newspaper and pointed out that they all faced some insurmountable obstacles,although these models have their own advantages.As the writer of Shanghai Evening Post restructuring program in 2004, deeply felts confusion and perplexity in the program formulation and implementation process.In the subsequent exploration and research,the author found those who attempt to break through the restructuring of the media,without exception,faced a similar problem,even if some individual media broke through,but also is the attempt of "The days of the horse", instead of the policy of "sunshine".Based on the operation of "Shanghai Evening Post"(advertising and issued) stripped and established the Shanghai Evening Post Management Company Limited in 2004 and then issued stripped from the "Shanghai Evening Post" Management Company Limited operation.Author attempts to analysis the practice of the foreign strategic investors and the difficulty of the comprehensive newspaper's restructuring,and then proposes appropriate solutions.As advocacy of press company business,the author pointed out that the restructuring is not a panacea.China's express industry start to enterprises nearly 15 years,some newspapers restructuring has not only failed to take off,but lead to more deterioration in operating,even some has been bankrupt(such as "Huizhou Evening" ).It isn't the fault of the company system.Any kind of system' s implementation,not only needs the system protection,but also we need more specialize and.strong executive implementation team.Therefore,"team" is not only the newspaper's core competitiveness under the current system,but also the press's core competitiveness after the operation like company business.
