SLA (Service Level Agreement,) is a formal agreement between service providers and customers and it safeguards the performance and reliability of services. The SLA provides the interface between the customers and service providers. Though the interface, customers and service providers can mutual exchange information, and make further understanding of each other. So the service provider services more easily meet customer needs and more easily accessible customer recognition. The interface also ensures the separation of network equipment and network equipment, and the separation of network equipment providers and Internet service providers.SLA to be achieved the promotion and applications in IP networks, it needs a sound system to monitor feedback and the implementation of the SLA. The system should, though the network performance monitoring, timely understand the current network application services, the operations and given an assessment to improve network performance and quality of service. The system should also analyze the network performance monitoring data, find the network performance bottlenecks, judge the existing network's service quality and potential and provide the specific reference for network optimization. SLA-based Dynamic Network Monitoring System is being developed to achieve this objective. The equipment management module is responsible for detection and management the equipment, provide the equipment data for the entire system to achieve its function.This paper analysis and discussion the related concept of the SLA, show the importance of equipment management module in the whole SLA monitoring system. Then expatiate on SLA template and the role of template in the establishment of SLA parameters, and analyze the relationship and distinction between SLA and QoS parameters.In order to achieve the function of SLA dynamic monitoring system's equipment management, it needs a variety ways of network monitoring. So firstly, this paper introduces the outline of the network measurement category, then lists the active or passive measurement of the various measurement methods, and compares the advantages and disadvantages of these methods. Some methods are chosen to form out of this module based on the method's characteristics and the actual requirements.
