Along with the rapid development of science & technology and shorter product cycle, as well as with increasingly fierce competition among industries, enterprises need to seek new ways to pursue development. Due to strong competitive pressure, enterprises also began carrying out strategic restructuring of their competition from the opposition to the establishment of strategic alliances for cooperation and competition. However, the high failure rate of strategic alliances has become an indisputable fact that the majority of studies have shown that the failure of strategic alliances rate higher than 50%, therefore, optimistic to notice the receipts that the success of strategic alliances bring, it is also necessary to think calmly the reasons for the failure of strategic alliances and the right way to avoid the failure of strategic alliances.Looking into the reasons, it's or because of the relatively backward management and the governance structure is irrational, or because of lack of trust between the partners and even conflict, and so on. Strategic Alliance Performance is used as a comprehensive evaluation indicator to measure the success or failure of strategic alliance arrangements formed by two or more companies. As a result, during the whole process from the start to the end of strategic alliance, the strategic alliance performance evaluation has been a more and more important job. It can help us understand the internal timely existing problems, so that we can take the appropriate measures to make more effect.Evaluation of the performance of strategic alliances should consider the performance of corporate partners, and it is necessary to comply with the strategic alliance "win-win" purposes. However, due to the dynamics as well as individual differences, there's no small difficulty in the performance evaluation of strategic alliance. This paper proposes the establishment based on the Balanced Scorecard (BSC) of the strategic alliance Construction Performance Evaluation System, and the integrated use of Analytic Hierarchy Process (AHP) and the two fuzzy comprehensive evaluation system evaluation methods, and set up a strategic alliance performance evaluation model. At the same time, because of the complexity of the strategic alliances performance as well as the high affairs cost, this paper put forward to create a Strategic Alliance Performance Evaluation MIS (SAPEMIS) based on the work flow engine to control performance evaluation activities. It gives each enterprise clear tasks. The platform integrates advantages of .NET and J2EE based on the platform interoperability framework for the implementation of the system. It also provides a good idea for the entire strategic alliance information platform construction.
