The concept of crisis communication and public psychology, serving as thedouble checks and balances of crisis report, help the crisis take a favorable turn, andachieve a balance by the mutual constraints. However, the distortion of news mediafaced with major burst characteristic public event during the period of socialtransformation, reveals the negative effect of the concept of crisis communication fromgovernment and the absence of humanistic concerns of the news media. Therefore, thedouble checks and balances of crisis report are often in an out-of-balance state. From acomprehensive perspective, it is necessary for the crisis report to be regulated by theconcept of crisis communication; nevertheless, the government should, as aprerequisite, re-form the concept of crisis communication, conforming to the rules ofcrisis communication, and provide news media with an independent space for publicsupervision. It has been proved that timely, accurate, thorough and objective crisisreports are able to repel rumors and alleviate the public anxiety as well as efficientlyharmonize the relationship of the public, the government and news media in face ofburst characteristic public event.
