Study On Pubcic Crisis Information Communication Mechanism Of Local Government

Nowadays,in the age of information, in company with the fast development of science and continual progress of human, all kinds of contradictions and problems emerge endlessly. China now is in the period of innovation, there are potential causes inducing crisis everywhere. Therefore, the government's crisis management is a management in a constant state. The core of crisis management is communication, accordingly crisis information will hold the balance, which requires the government to publicize crisis information to people in time, exactly and adequately. The right to learn of the public affairs has to be guaranteed at the time of crisis. Cultivating the ability of endurance is helpful for people in judging reasonably before crisis, and avoiding chaos and more serious crisis because of ignorance. The abnormal feature of public crisis endues the study of government information openness with more significant meaning.The article consists of 5 parts. In Part One and Part Two are the basic concepts and theory, i.e. the definition of crisis management, government information openness and the theory of government information openness. In Part Three the present issues of government information openness in crisis state is mentioned and analyzed. In Part Four ,pollution of Songhua River in Heilongjiang Province in China, we can discover that there are three obstacles for the information publication of the government in the transmission of crisis: domino effect of selectivity with the experience and tradition out of date, the close transmission strategy under the guide of regional protectionism and the achievement consciousness of "economy development is the inportance". In conclusion, to the present issues of government information openness, countermeasures are proposed as following: Emergency State Law, creating new idea for government information communication, improve the variety of government communication and upgrade the crisis management.
