Information security of e-government relates to national security and social stability, which is the most important issue in e-government construction. Without properly handling it may affect the building of e-government. From 1990s, the Chinese government has been working on the use of information technology to improve operational efficiency. However, due to historical reasons, the standard does not unify in the process of government affairs informationization, and the security problem will become serious, which hinders the development of e-government.It becomes a hot issue that how to promote the efficiency of government under the premise of ensuring information security. To solve this problem, we can not completely abandon the original applications and all new products start again with new technology applications, the most feasible way is to use a secure and reliable e-government security platform, by utilizing the safety analysis and design of the "integration" of the original system.J2EE components are distributed computing platform based on Java technology standards; Based on this platform it can achieve rapid development and deployment of the multi-storey structure easier to transplant applications. It is also a way to simplify enterprise solutions using Java 2 Platform Development, deployment and management of the complex issues related to the structure. It is built for scalability, flexibility, easy to maintain the system, provides a good mechanism for e-government applications. With UML as the base for modeling language, the adoption of J2EE and XML technologies, in the analysis and design of a J2EE platform with the enterprise-level security features of e-government applications.Firstly, this paper studies and discusses the technical options through checking a large number of domestic and foreign documentation about the e-government. It analyzes the current framework for e-government platform for building mainstream technology, a J2EE-based framework for the design of e-government platform. given the specific design applications under the framework of the implementation steps and methods. Secondly, it analyzes the application of the safety and the realization of the key technical point system for the analysis and description. Finally, according to the test of the application system, it describes the test environment and test cases, and makes the analysis and summary from the functional reliability, accessibility, security and other aspects.After nearly three years of practical application of the system as well as third-party tests, the application of e-government platform can solve the security problems of integrity, confidentiality, authenticity and non-repudiation in the e-government application. And the full use of existing data and investments realizes the safe and effective exchange and sharing of information among the points, which promotes the development of the e-government application. Based on the applications and made light of a security platform, After the development of e-government applications for the safety design of a practical significance. According to the Chief standardized services, the next step should be to strengthen functional characteristics, integrated with the existing system. Application details on such issues as safe operation, and ease of use, there are some details are perfected, particularly in the utility and need for a balance between security and ensure a healthy development application.
