With the expanding of the scale of higher education and the progress of information technology, the traditional office mode is difficult to adapt to the new situation of development of colleges and universities. Office automation becomes the breakthrough of the colleges and universities to improve office efficiency. Realizing school's office automation so as to smooth school's information flow and share the information resources, improve management efficiency and reduce management costs has become a general trend ultimately.The paper introduces office automation system and its key technologies including workflow, digital signature, digital watermark, etc. Firstly, it elaborates the advantages of office automation system based on workflow technology as well as the importance of digital seal in the office automation system. It summarizes the development course of OA system and the developing trendency of workflow. The paper analyzes the OA system of Shijiazhuang Railway University and designs the framework and function of the system. It analyzes and designs the digital seal system, combines with realities of situation, then chooses the digital seal project based on digital signature and digital watermark. It studies the theory of workflow, and designs a workflow engine based on XML and the theory.The paper studies the digital signature and digital watermark technology while the digital seal project is validated step by step. Firstly, it uses MD5 algorithm to get the message digest of the official document, then uses RSA one of the asymmetric encryption algorithm to sign on the message digest. Secondly, it applies DCT algorithm to embed the value of the digital signature into seal. During validation, MD5 algorithm is used to get the hash value of the official document, while extracting signature value from the digital watermark. Then, it uses public key to decrypt the hash value so as to verify whether the official document has been tampered with.Lastly, it develops each function module of OA system on the Domino platform and realizes the process definition, process engine parsing and workflow control functions. It realizes the stamping, signing and verification process in Word documents with C# and Matlab mixed programming.
