As the advent of the mobile Internet era,information technology has applied widely in areas of government affairs,which helps in improving the efficiency and convenience existing office procedures in the government.After the support from governments at all levels,industries such as computer systems design(programming,systems integration,and facilities management)has grown rapidly,which are making significant achievements on development of IT infrastructure and application services for the government affairs.The various innovations and inventions has been emerging and optimizing constantly to adapting the change requirements,some of which are succeed to utilize widely to E-government applications.Due to inherent advantages,the technology of handwriting signature verification is one of innovations that have broad application prospects.The dissertation focus on state-of-the-art technologies for design and implementation of the office automation system of some city,the project of which have started by the municipal government at the year of 2006 and aim at connecting over 200 government departments in the city and optimizing and reforming existing office procedures by digitizing the files and breaking paper dependency.As the former AO system are only supported desktops as terminal devices which are difficult to meet the needs of efficiency and convenience at present,mobile office automation system based on handwriting signature verification has been designed and implemented to support access anytime and anywhere and other further requirements.The main works of the dissertation are as follows:Firstly,focused on state-of-the-art technologies for design and implementation of handwriting signature verification,various methods and techniques to fulfill the application needs are presented.Then,the technology trends and the key issues of the implementation for application in E-government are discussed detailed.Secondly,feature extraction methods for handwriting signature verification are discussed detailed,three of which are chosen to the study of comparative analysis.Based on comparative analysis by a mathematic model and experimental results on real world datasets,the comprehensive feature extraction method based on SVM are proposed,which can improve accuracy significantly.Thirdly,the advanced software development methods and techniques are presented,which are applied to the implementation of mobile office automation system based on handwriting signature verification according to the requirements of a practical project.Handwriting signature verification have broad prospects on the E-government application,and the works in the dissertation can be extended and implemented in other application system.Through the functional and performance testing,the system can satisfy design requirements and have put into use at present.
