After the Industrial Revolution, the global economy comes into a period of high-speed development. With the continuous growth of enterprises, it brings enormous impact to the infrastructure of enterprises. In order to keep advantage in the competition, enterprises have to optimize their business process, change their information system and applications, reduce payout, and develop new service and products. By this way, they will adapt to the changing circumstance internal and external. Business process reengineering and optimizing, as a new idea of revolution, is adopted by more and more enterprise.Refer to the entire inner work of an enterprise, the integration of produce process, stock process and distribution process, may relate to many factors, such as notion, process, organization. The process, as the essential, requires to us study the description, analysis, redesign and optimization of process. In order to solve these problems, the model and method of process should be figured out firstly. Due to the urgent need for business process optimizing and reengineering (BPR) and the weakness in BPR modeling and analysis, this dissertation focuses on BPR modeling methods and performance analysis technologies after a review of the related work and the definition of BPR related concepts and technologies.Based on the definition of process, this dissertation discusses the essence of workflow, expounds the designing principles, designing methods,optimizing and reengineering of all kinds of business process,expatiates on the implementation step of optimize and reengineering process. The classic Petri net theory and senior Petri net theory are also introduced. According to the relations between workflow and Petri net, the business process model and the time process model were built by using Petri net, and the disaggrega-tire algorithm was actualized through constructing the related matrix of Petri net. With this algorithm, selective relation, conflictive relation, synchronous relation and simultaneous relation from each sub-process can be figured out. It indicates the relation and significance between the four relations and business process optimizing and reengineering of enterprises, and shows us the method of optimizing by using Petri net, which can provide theories in actual work.At last, the theory which is based on the Petri net is applied to electrical industry, optimize and reengineer distribution business process, build the business process model. The model has applied to the distribution GIS management system successfully. The theory and practice demonstrate the feasibility of process optimizing and reengineering by import the Petri net. Finally, this dissertation evaluates the model of Petri net and expects the future on building model by Petri net.
