Telecom Interconnection has reached a point that can not be evaded. China Telecom annual income from settle accounts is as high as nearly 300 billion, China Unicom and China Mobile on the settle accounts for the expenditure of 100 billion and 200 billion; such huge overhead costs, have occupied telecommunication operators'costs of a large part. Moreover, as telecommunication operators often fight seriously on the networks for their own interests, China Telecom Time of normal and orderly development has been constrained. The key point to resolve the interoperability problem is to provide timely and accurate data for the interoperability of the network settle accounts.
