| With the incessant development and the exquisite competition of the telecom market, more and more telecom service providers deal in the basement telecom, and the interconnections related to the providers have become more complicated. For each of the interconnection providers, the balance cost between the different networks is becoming higher than the cost of one user, even the biggest user’s cost. More and more facts prove that the provider’s balance system is very important. The provider will hold the initiative if his balance system has stronger capability.According to the current business of integrated telecom operators demand for settlement, using Liaoning Province as an experimental unit, this subject designs and implements China Tietong compresensive Settlement System. The system is a structural optimizationã€business comprehensive operation support system, which is based on C/S structure. It provides a centralized processing model, unifies the data dictionary definitionã€product managementã€configuration parameters and ensures efficiency. The client was programmed by Delphi and composed of rights management moduleã€system management moduleã€data maintenance moduleã€process monitoring moduleã€query statistics module. This five sub-modules achieve a flexible configuration, monitor and control the background process, and provide data report function. Server-side uses the Unix operating system and Esqlc to program, provides figures based on a comprehensive settlement for users through the standardizationã€separationã€handing the repeat billsã€calculating of a single document. The system uses Informix database to store system configuration files and the datas, the client and server control the synchronization of the interaction through data access.Settlement system can deal with not only the inter-network settlement between the different operators, but also the repartition among one operator. Though they have the same way to handle the datas, this thesis focuses on the inter-network settlement.The organizational structure of this thesis is as follows: First of all, it explains the background and the significance of the study, introduces the Telecom Operation Business System, analyses and summarizes how important the comprehensive settle is in the Telecom Operation Business System, points out the flaws of the current system, puts forward some principles to rebuild a new system. Secondly, it provides a design proposal for the Database. And then, researches a proper arrangement for the Client. Last, according to the processing flow, accomplishes the implement of some modules, involves in the separation, get rid of the repeat bills, confirm price, and explains the main function code. |
