Hunan Cable Television Network Integration

Under the theory of industrial organization and core competitiveness, this thesis presents a systematic study on the integration of cable television network in Hunan Province by applying comparative analysis method and case study method.The thesis present the basic philosophy for the integration of cable television network in Hunan Province identified as: with the opportunity of cable television digitalization in the whole province, to gradually achieve a step-by-step horizontal and longitudinal integration of cable television network in the province by adopting a mode of combined administrative means and economic means and by establishing joint stock group corporation for the purpose of expediting the development of cable television industry.The frame program proposed in this thesis consists of: (1) the incorporation program of Hunan Provincial Cable TV Network Group Corporation, which is to be established jointly by the shareholders of the current cable television network companies run in a corporate operation manner at each municipality, prefecture, city, and county, whose contributions are their assessed and identified net assets in the cable television network company. (2) Management mode of Hunan Provincial Cable TV Network Group Corporation: the first is the "three invariations", namely, invariation in the independent legal person status and management of each subordinate company of the group, invariation in the original profit distribution mode, and invariation in the legitimate asset rights of original shareholder. The second is the authorized management: the group corporation authorizes each subordinate company's original shareholders to exercise shareholder's management rights in their subordinate companies. (3) forming strategic alliance of Hunan Provincial Cable TV Network with the group as core, whose cooperation mode is as follows: unified planning and hierarchical construction; interconnection and front-end establishment; division of labor, cooperation, and mutual settlement.The thesis proposes that the implementation procedure for the integration is undertaken in two steps, which includes the preliminary establishment of a loosely-structured Hunan Provincial Cable TV Network Group Corporation, and transformation of the group corporation from a loosely-structured alliance into an intact-structured alliance. This article puts forward the implementation measures for the integration.The basic philosophy, program, and measures put forward in this thesis for the integration of cable television network in Hunan Province are beneficial to the smooth progress of the cable television network integration in Hunan Province and to the improvement of the core competitiveness of Hunan cable television network.
