Nowadays, there exist many uncertainties in economic environment. Dramatic change in politics,economy,and social security has been witnessed as a result of Global Economy. Without exception,all commercial activities of Supply Chain are facing new problems due to the market change and global distribution. Enterprises and organizations are faced with permancently changing markets,global competition and rapidly decreasing cycles of technological innovation. In order to achieve high performance,supply chain functions must operate in an integrated and coordinated manner.The traditional managenment methodology of the supply chain can't effectively manage product flow,capital flow,or information flow,nor can it coordinate the reaction to the change of outside market environment. To solve various problems on software demand change that medium and small enterprises may meet during the period of supply chain management implementation,this paper described the in-depth analysis of the domestic and abroad research from two aspects of flexible software theory and supply chain management system. Besed on it, the character of flexible software. keyfunction and the character of flexible supply chain management system, flexible scm system based on component technology were studied.The main content and contributions of the paper are described as following:(1) The paper introduced the ideas on management system of flexible supply chain and designed key function of the management system, in order that the medium and small business can rapidly adapt to the demands in the changing environments.(2) With the guidance of flexible software idea. The paper analyzed the reasons of the change of demands in the three modules of purchasing management, stock management and sales management and has designed the figure of the three systems. (3) Based on the system structure of the purchasing management, the petri net of the system has been designed.(4) The thoughts of agent were put forward. The structure of F-SCM system, which is based on many agents, has been designed.(5) In the process of designing the F-SCM system, component technology was applied. For example, in the purchasing management system, many components and the base of components were designed, and these components are based on petri net theory.
