Computer culture basic course plays an important role in initiating computer knowledge and skills and cultivating Information Literacy. In the view of the insufficiency of the present assessment of the Computer culture basic course, the researcher combines the current thought of education with the previous studies on the topic, and comes up with the idea of using E-learning Portfolio in Computer culture basic course. How to use this method in Computer culture basic course has been expatiated in the following aspects such as theoretical foundation, evaluation principle, evaluation way of thinking, evaluation model, evaluation method, evaluation process and its advantages, etc. According to this theory, the author designs the intelligent assessment system to Computer culture basic course with E-learning Portfolio. This system can combine self-assessment with mutual assessment and teacher's assessment, and can carry out the comprehensive assessment about computer knowledge, skill and emotion with rubric and fuzzy synthetic estimate in order to realize the comprehensive assessment of learning process and result.The researcher carries on an empirical study with intelligent ELP assessment system to computer culture basic course which lasts a semester since September 2005. The subjects involved in the experiment are first-year art majors in Capital Normal University.
