With the computer network goes into people's life, there emerges many web-based learning supporting environments on Internet. In the web-based learning supporting environment, learners could study in one community or web site, learners could communicate and cooperate with each other, interact and discuss problems with online teacher. The collaborative tools provide effective technology support for interaction between learners.The study takes the technology of RSS as a way to deliver collaborative learning information in web-based learning supporting environment, makes use of advanced Web Service technology to conduct the distributed information for web-based learning supporting environment and to provide extensive interfaces to be compatible with different platforms.Really Simple Syndication(RSS) could integrate information that comes from different resources on Internet in a way of subscription. The users thus could syndicate the information from different web sites, then create individual information portal on their own need.By using the technology of RSS, we could supply learners with learning information syndication and subscription services. We could design and develop web-based learning collaborative tools much more individually with the technology of RSS, consequently, to make learners obtain the learning information they care about more conveniently. Web-based learning information RSS syndicator that based on Web Service brings learners individual services of information syndication and subscription, builds a individual learning information platform for learners to syndicate and subscribe learning information.The study and design work relied on .NET Framework, the program language of C# and ASP.NET, as well as the Web Service technology, as a result, we developed a web-based collaborative learning information platform My Learning InfoDesk that based on Web Service and in accordance with RSS 2.0 standard. My Learning InfoDesk mainly resolve the problem of conveying and processing the collaborative learning information in web-based learning supporting environment. The software architecture involves three parts: collaborative learning information publishing, collaborative learning information subscription, and collaborative learning information browsing. The study focus on the design of RSS syndicator module at Web Service server side within the function of collaborative learning information publishing and collaborative learning information browsing, the module characterized the function of collaborative learning information publishing and information syndication that is included in collaborative learning information browsing part in My Learning InfoDesk System. The learners subscribe the collaborative learning information and screen them through My Learning InfoDesk. It constructs an individual web-based collaborative learning portal for learners.
