With the rapid development of information technolohies, such as computer, networking,communication,multimedia,etc., the process of informationization is continuously advancing, lots of applications by which the work effeciency and management level are greatly improved are built in succession. However, some problems are exposed at the same time. Firstly,users need to login business system, through different account,which usually results in confusing or forgotten account. Secondly,user information is duplicated and even conflicting in various business system, the lack of unified user management and maintenance could cause duplicated managemant load and problem. Finally, each business system has its own user, permission management, and different security strategy and mechanism, which could lead to the lack of security guaratee in whole information system.In such a background, the development of portal system for Chongqing Electric Power Academy is very necessary and urgent. In an information portal system, users can roam on the whole subnet after single sign-on, users can be centrally managed, and a unified policy and mechanismlicat lly of system security can also be adopted. Furthermore, data sharing and information exchange can be conducted among applications, application integration could be carried out at a higher level, thus providing users an integate work platform characterised by i.eresources sharing and cooperative work. So, our research has an important value in theory and in practice.First of all, the current status of portal system, the design of the key technologies and development trends is collected and reviewed in this paper, several key techinques,such as the portal system of single sign-on, the centralized user management and integrated permission management, are focused in our reseaerch.Then, the author combined with the author’s practical applicationrequirements, the demand research, conducted in depth, modeling based on UML to complete the system demand and requirement analysis;Gives a detailed design scheme of system, including the system structure design, function module partition and design, database design, system security design, etc.;Finally, based on B/S architecture, the information portal systetm of Chongqing Electric Power Academy of sciences is implemented based on B/S architecture by using of ASP.net programming language, and the system testing, deployment, and putting into online are also carried out.At present, the portal system has been put into practical use in Chongqing Electric Power Academy of Sciences, National Power Grid.The portal has powerful function and complete, convenient operation, friendly man-machine interface, system as well as good flexibility and expansibility. In the actual use during past six months, the system runs stably, safe and reliable, the portal system satisfied the main need of Chongqing Electric Power Academy of sciences, thus gaining the unit leadership and the user’s affirmation and praise.
