SLA is a formal negotiated agreement between the Service Provider and the Customer. It defines the objectives of service quality and contracts the responsibilities for the two parties. An SLA is a set of appropriate procedures and targets agreed between Service Providers and Customers, in order to achieve and maintain specified Quality of Service. SLA may bring advantage for both SP and Customer.A novel Management concept-Service Level Agreement is introduced on the basis of introduction and analysis of the basic concepts, theories and the status of the present and future researches of network management. SLA Evaluating Theories is deeply discussed. In this part the mapping of network performance Metrics into Qos parameters and measurement of SLA metrics is involved, and a set of pratical evaluating method of SLA performance is presented.A set of IP Network SLA Evaluating System is presented in this paper, which is one of the Business Support Systems.The management, monitoring, evaluating and reporting of end-to-end SLA based on IP Network is realized in this system. The system developing consults the TMF SLA Management Handbook, while it involves nowaday softwarete chnologies such as J2EE, EJB, XML, etc.
