Applying software project management on project is an important factor of project success. Advanced, mature, highly effective technology and software process are both important foundations of software project management. Web Services is a kind of effective technical architecture for the releasing, searching and performing application integration of software functions or services. Rational Corporation's RUP (Rational Unified Process) offers an effective software engineering methodology as progressive software development process and tool integration . Taking these two achievements as the background of research, and based on a small-scale or medium scale of study case, the paper studied specifically the plan management, cost management and risk control problem in the project management. It used highlightly COCOMO II, defect trace and change management with Rational ClearQuest, MS Project, and risk classification chart in the project management. The appendix provides some key documents of case research which may benefit the engineering management and the similar research.
