With the actual demands of our meteorological departments, We set up the application system from province-city-county based on Lotus Domino/notes, and develop the forum,board,administrative information,professional information, public information and other application databases by using the integrated program tools of Domino . These databases are copied to assigned directory on every city meteorological bureau's mail server by the "copy database" after being designed and tested. Every server remains update synchronous at fixed time by the copy command from the bidirectional linked documents so that the users located at different districts and networks can share the same information, and realize the sharing and maintenance in common. The production of this paper not only solves the different standard existing in the construction of OAS among meteorological bureaus, but also solves the join problems among meteorological departments' OAS, and moreover, the application of the rough sets to the analysis of the copy state improves the efficiency of the system maintenance effectively in practice.This paper introduce the setup of the mail system based on Lotus Domino/notes and the development circumstance Firstly, and explain the structure of the databases,the user's operation and access in chapter 4 detailedly, in chapter 5, We analyse the copy state by using rough sets and in chapter 6, We point out the existing problems and the aspects need to be improved.
