"E-government" is always considered the premier concept in the five-field application of the "Information Superhighway" throughout of the world. Document flow system is an important subsystem of E-government, E-mail system is an important subsystem of document flow system. Because E-mail bears the weight of sensitivity information, it's security has relation to the benefit of country, it is necessary to design an advanced, credibility and stabilization securities safeguard system.The research is under the background of construct E-government system of Ezhou. This paper adopted Lotus Domino/Notes through comparing kinds of existing development platform. The security problem and its design in government's document flow system are introduced. Then research and implement security E-mail detailedly. The author's main workings are given as follows:Firstly, the paper expatiates security scheme of Domino E-Mail server. To begin with analyzes the common technology of network security, security network frame of E-government of Ezhou is presented. Then the applying security of document flow system is analyzed with Lotus Domino/Notes that is a developing platform, researches the security policy in document flow system and put forward f the design idea of reticular formation. The security design of reticular formation is modeled and its points of keeping security are consolidated. When the model is applied in the system, the efficiency and quality of design are increased and Domino server security is enhanced.Secondly, this paper researches E-mail in detail. To begin with, analyze the present condition of the E-mail system and it's security request of E-govemment. Then expatiates the technique about information secret from cryptography angle. Finally, discusses and compares E-mail, the secure E-mail protocols and criterion.Thirdly, this paper designs the secure project based on PKI and Domino server. In the project people may make use of Web manner or Gov-SecureMailmanner to send or receive mail. The former bases on Lotus security truss. The latter adopts the better cryptography such as ECC, SKA, SHA-1. Simultaneity based on special request of government's document flow system we adopt perfect security communication protocol to actualize bidirectional authentication in order to actualize status confirmation and to avoid CA thieving user's E-mail content. Based on all of these, the paper contrives Gov-SecureMail function model, and expatiates how use Visual C++ to actualize this system.The research in the paper has definite theoretic and practical value in the field of security of information system. It is a useful reference for designing the security of E-mail system.
