H.264 Standard version 1 was brought forward formally by The International Telecommunication Union (ITU) and International Motion Picture Experts Group (MPEG) in Mar-03, and the version 2 was issued by them in May-05 . Many important roles will be played by it in interactive multimedia application, such as digital television, real-time video monitoring, mobile multimedia communication, video stream and visual game on Internet etc.Before this, MPEG-2 standard was used in digital television, MPEG-4 standard was used in real-time video monitoring and video streaming media, and H.263 standard was used in network video communication. And now, all before-mentioned application regions will be unified by H.264 standard.Studying H.264 video CODEC technology becomes pop region in world, Design for video capturing and encoding system based on H.264 is essential technology of video communication and video monitoring and personal video recorder(PVR) system, and is a portion of IP-Video-Phone and Video Monitoring project of CHANGHONG company too.In this paper, after the theory of video coding analyzed and some video compression standard compared, the development, constitution, application and characteristic of H.264 video compression technique is focused on. And then the design of H.264 video capturing and coding system based on ADI DSP (ADSP-BF561) is illustrated, the hardware constitution and the software realization of the real-time video encoder are introduced particularly, and all kinds of techniques to optimize the H.264 program according to the hardware configuration and compiling characteristics of ADSP-BF561 are discussed especially.The H.264 application based on DSP is the same beginning for worldwide product providers, include CHONGHONG. After this project is carried out successfully, CHANGHONG will be a pioneer in H.264 application region.
