| Our contemporary society is characterized by one main theme, which iscomposed of putting scientific Development Concept into effect, building harmonioussociety, and promoting the construction of service oriented government. To strengthenthe construction of E—Government is the main channel to improve the publicity andtransparency of the government affairs and the work effect of the governmentorganization, along with strengthening the communication between the governmentand the people. As a business related closely with economic development and people's life ,real estate grows vigorously in recent years , which both brings along the economicdevelopment and satisfies people's growing life needs, there appears some problemsalong with the development, such as the large investment scale of real estate, thequickly rising price lf the commercial residential buildings, the unreasonable structureof the commercial residential buildings and the confused market order of real estateand so on . In order to strengthen the centralize guidance and ensure that the realestate develops orderly, seven ministries and commissions issue together. It is verynecessary and significant to investigate the E-Government of real estatesuperintendence. In this article, the author undertakes a study on the superintendence work of realestate by means of the model and methodology of E-Government, and presents a basicfunction model and a related technological architecture. In Chapter 1, the concept, the composition parts, the features, the-state-of-art,and the development of E-Government are investigated, the short coming and thecrucial problems of our E-Government construction are pointed out, and the model ofE-Government and the development scheme suggested by the nation are described. In Chapter 2, the current management scheme and the existing problems of ourreal estate are investigated first, and then the present development situation ofE-Government of our real estate are described. Next, the author explains the functionsof business process management system and information is suing system. Finally, theauthor presents the main existing problems and solution.In Chapter 3, the key technologies which are composed of web technology, webservice technology, WEBGIS technology, the architecture of the distributed databasetechnology and the date mining technology. To be applied to E-Government system ofreal estate superintendence are described and analyzed in detail first, and then theauthor especially presents the architecture of the data mining and knowledgediscovering.In Chapter 4, the E-Government system in real estate superintendence usage isanalyzed and investigated extensively. After analyzing the problems of our real estatemarket, the author extends the necessity of using E-Government system in thesuperintendence work of real estate and also analyzes the consumer's requirementaccording to the actual situation. That is the policymakers, the managementdepartments of real estate, the real estate business and consumers have a strongrequirement on superintendence. On the other hand, the author explains theinformation and resources of the following system in details: the land resourcemanagement system, economical suitable house management system, and the realestate rent management system and the real estate alert and forecast managementsystem. The author especially explains the alert and forecast management systemwhich is more concerned by people. Then the E-Government system function modelof real estate superintendence is analyzed and investigated extensively. A Basicfunction model is presented, which includes the government affairs sub-system, theconsumer sub-system, the enterprise sub-system, the knowledge sub-system, theportal and web sub-system, and the vertical and horizontal management sub-system.In Chapter 5, the next step to be continued and the perspective of the system isdiscussed. |
