Since railway is the country’s most important infrastructure and the main artery of national economy, the social impact of railway emergencies is linked and multi-leveled, railway emergencies not only cause the loss of people’s lives and property, but may also cause a negative social impact. Reasonable emergency response plan play an important role in emergency response、emergency control and emergency treatment.Nowadays, railway emergency plans are mainly filed in the form of paper, hard to retrieve and get updated, and have low sharing level. To improve the efficiency and scientificity of the railway emergency response plan management, we should use advanced information technology to assist management.Based on the full understanding of the development and status of the railway emergency plan management technology in China and abroad, this paper designs and implements the railway emergency response plans management system.Firstly, in order to describe the plan structure and improve the standardization of digital plan, use ontology theory as the foundation of plan modeling.Secondly, to improve the availability of the plan library, come up with feature retrieval and matching model to improve the keyword searching method.Thirdly, considering the demand of the railway emergency plan units, form the user needs report and the business process, based on the characteristics of plan management process, using the efficient UML technology as the modeling method, propose system development technology roadmap and system logical model, and then model the system with the UML technology.Finally, form applies for the whole railway with plan compilation, plan approval, plan evaluation, plan retrieval and matching, the risk source management, exercise management, information dissemination, and the case base update learning function of B/S structure of the emergency plan management system.
