Now, the National Quality Supervise Bureau and all of the local Quality Supervise Bureau are carrying out a plan to establish information management system. The so called "Golden Quality Project" implementation will significantly improve the level of information management of quality supervise in China.Special equipments management is one of the important businesses of the Quality Supervise Bureau. It is not only relative to economic construction, but also to people's life and property safety. The requirements of special equipment management is to control these equipments scientifically and efficiently to avoid any accident.The Quality Supervise Bureau of Shandong Province now has biult data base for exusting pecial equipments, but not established the data base of production utilities, organizations and staffs; in software we have established operation registration, annually statistic, accident report and special equipments check softwares, but all of the suborganizations of our bureau have no unified software, some of them even have no checking software. This situation makes it difficult to improve work efficiency. Dependent on the implement of " Golden Project" in Shandong Province to develop and establish the Shandong Golden Special Equipment Information Dynamic Management System is a urgent mission.Based on conmunication with customers, preliminarily set up the customer's basic requirments, and get seven dynamic managements of special equipments management. They are dynamic management of equipment, production organization, measuring and audit intermediary organization, inspection work, accident, and supervise process. Used UML to analyze and build models of the systems respectively. Definite the function ofthe system to avoid the possibility of unnecessary repeat design, coding and measuring. Analyzed the system data resources, established system data base and standardizedused data of the system.According to the analysis of environment request of the system software, we decide to build the project on the J2EE frame. Hardware request analysis has shown that the platform of this system should be divided into three layers, they are core layer, gather layer and joint layer.We also analyzed other requests of this system and made clear on the requests of user's interface, operation method, robust and maintainable of the system.The Special Equipment Safety Supervise Information System of "Golden Quality project" in Shandong Province realized special equipment dynamic management, and increased the safety control of special equipment to a new level, it can prevent and decrease accident efficiently.
