With the rapid increase in complexity of Network Fault Management, it becomes necessary to incorporate self-managing features and autonomic features into Network Fault Management, and constantly raise the flexibility and manageability in the network fault management. In this paper, the Autonomic Computing has been imported, which can find the fault automatically or change the configuration according to the environmental change.In recent years, the managerial approach based on Policy makes the realization that contains the Autonomic Computing system possible. In this paper, author attends the designing and implementing of the Autonomic Computing system PBNFM (Policy Based Network Fault Management) which is based on the technologies of Policy and SNMP (Simple Network Management Protocol), and shows an approach to build policy-based application, together with the use of object-oriented and component technologies which are used to construct a Network Fault Management System. The key concept in this approach is that business logic in system is separated into policy, corresponding with a component, which makes managerial task dynamically configure and improves the flexibility and manageability of the Network Management System.Firstly, the paper explains the Autonomic Computing, then analyses the technology conditions, policy-applied, and architecture of PBNFM system, and mainly studies the design and realization of the policy system. The author describes the database, policy and the composition change in detail, at last, and analyses the deficiency of the system and the work in the future.
