With the increasingly expanding in scale and rapid increase in complexity of computer Network, it becomes necessary to design a network resource management system, which possesses autonomic features and can constantly raise the flexibility and manageability of the network resource management. In recent years, the network management approach based on Policy and Knowledge makes the realization of the Autonomic Computing system possible.In this paper, based on the international cooperative item of the software engineering center in Northwestern Polytechnical University, combining auther's study work,design and implement the. PBANRM (Policy-based Autonomic Network Resource Management) system.With the use of object-oriented and component technologies, we separate business logic in system into policy, corresponding with a component, which makes managerial task dynamically configure and improves the flexibility and manageability of the Network Resouce Management. By importing the Knowledge technology and collecting the log information and the statistic information and the status information and the configuration change information of the network, the PBANRM system can automatically analyze the various faults and present the disposal advice and renew the fault. The PBANRM system can also automatically watch and analyze the change of the network capability and prevent the constantly deteriorating of the network capability. By these, the PBANRM system implements the autonomic management of the network resource configuration and the network fault and the network capability and the network security.Based on the introducing of the network management system's actuality and development trend, firstly, the paper studies the theory basis of the PBANRM system, then give the system design. In addition, the paper designs and implements the Policy Management module and Knowledge Management module, which support the Autonomic feature of the system. Give the architecture and disposal flow and database design of the two modules, analyze and study the key arithmetic. At the last, the writer analyzes the merits and demerits of the system realization and puts forward some improvement images.
