Chinese government proposes a requirement in 2011 that some public institutions have to reform. As a member of public institutions in China, Yunnan Radio TV(YRT)has to set a reform plan. Because of the market competition becoming more intense than ever before, the reform plan has to begin from the human resource management.If YRT wants to stand in the marketplace in the future, the reform of the human resource management is the key. In this paper, I wish to research some possibility of employee performance management reform.In the first place, I started from the characteristics of the Human Resource Management system in YRT. I use the survey methods to understand the employees working state and their opinion about YRT. From the result of the survey, I discuss the living environment and competitive pressures about YRT, and it is very clearly that even YRT have made some achievements in employee performance management,they also have many problems in management. Including the performance plan is disjointed, lack of employee performance management practices, performance appraisal is not scientific, lack of performance feedback and communication and performance incentive effect is inadequate, and so on. For those problems of the performance management process, I probe the reasons that caused the problems upon.After I found both the problems and the reasons, I begin to do some research the successful experience of several advanced TV stations, both domestic and aboard. I have chosen some experience and measures of these TV stations that suitable with the situation of YRT. The purpose is let YRT has some theoretical basis when they begin to reform their employee performance management.Base on the research already done in the paper, I propose the countermeasures of employee performance management reform, and the countermeasures must suitable for YRT. First of all, the reform should adhere to a few basic principles such as fairness, science, integrity, and flexibility. Secondly, in order to establish a sound employee performance management system, I consider several aspects, including optimized architecture of department, improve the performance management system,published scientific evaluation system and Establish a salary incentive-based mechanism. At last, achieve the purpose about improving the effectiveness of staff and enhance the core competitiveness of Yunnan Radio and Television.
