The Research On The Reform Path Of Governing Structure In Yangpu Cable-Television Centre

At present, deepening the institution reform is another important task China has to face, following the state-owned enterprise reform and the government framework reform. The current institution reform has aroused a widespread interest. It's more meaningful for us to clear up any obstacle and choose a practical and efficient reform path.In the present research on the institution reform, there are a few theories such as the public product supply theory, non-profit organization theory, the structural function analysis theory, the modern institution system theory and so on. Based on the above reform theories, this article tries to make a thorough analysis on the practical reform path through the research on Yangpu Cable-Television Centre as an example so as to enlighten us to settle the common troubles which most of our institutions have to face in deepening the reform.This article is divided into five main parts. The first part introduces the significance and background of this research. In the second part, we specify the institution's concept, characteristic and category, analyze a few reform theories and define the two key concepts: governing structure and reform path. The basic path of institution governing structure reform is: in the premise of accurately defining the nature of the public institution, promote the system design based on the internal organization structure, and scientifically and rationally arrange for supervision, promotion and incentive mechanisms in order to strengthen and standardize the internal management. In the third part, we will analyze the present situation and trouble in reforming Yangpu Cable-Television Centre. The fourth part is the core of this research, we will penetrate into the reform path of the Centre through the research on four elements of the governing structure. We will put forward four steps with which the Centre could follow to make a right and proficient reform path. This path leads us to scientifically classify the institution's nature and function, build a new corporate governing structure, establish a modern personnel management system and then put forward a proficient and promissory distribution system. In the last part we could draw a conclusion.
