Research On The Project Of Farmhouse In The Ethnic Minority Areas From The Perspective Of Cultural Construction

The Farm House Project is a top-down implementation of a cultural engineeringto benefit the people in our countryside. It is expected to change the masses offarmers, especially change farmers’ reading habits in frontier minority areas, enrichthe spiritual and cultural life of the masses of villagers and enhance the overallcultural quality of the farmers in our countryside. This project is an important part ofthe China’s rural public cultural service system.It is a cultural project to benefit thepeople of the greatest number and the widest range.The farm house engineering has been practicing since2007in the whole country. Itdevelops very fast, especially in the eastern part of developed areas. By contrast, thedevelopment of the Farm House Project in the frontier minority areas is hystereticrelatively.This article mainly researches the farm house engineering in the frontier minorityareas. It mainly analyses the problems of the construction and development in thefrontier minority areas，including villagers’ weak reading consciousness, the farmhouse’s use efficiency. Due to the leadership responsibilities about the farm house,the responsibility implementation does not reach the designated position. Besides,books in farm house update slowly owing to the lack of fund. Books supply is unified,so that it breaks away from the need of audiences. Management teams are soinsufficient that management services would need to be improved and themanagement system need to be improved too. Based on the analysis of existingproblems, in order to achieve better development, the essay puts forward the fiveprinciples, including the subjectivity principle, public welfare principle, convenientprinciple, encouraged principle and institutional principle. According to the principleof direction, the article comes up with six measures to perfect the insufficiency aboutthe Farm House Project, including increasing the propaganda and guidance, clearingabout leadership responsibilities, adding up financial support policies and regulations,improving the management team, and management service system.
