The relation between media and public events should be the key contents of researches in media production and media ecology. As organs of the CCP, t he party newspapers in China not only need to redesign, but also to update th e production system. For example, emergencies coverage is an important issue facing media in modern society. But due to the constraints of traditional value and policies, there are many problems within this coverage.The outbreak of SARS crisis in2003has led to legislation of emergency issues and disclosure of information, also led to the full recognition of the nec essity of improving Chinese media’s coverage. The paper starts from discussing basic concepts such as emergency events in China, then use the People’s Dail y as simple, reviews emergency event coverage in its history.As the dominant factor that affects emergencies reporting, the relationship between government and mass media bring a conflict between the propaganda control and professionalism ideology of journalism in different times. The study concluded that the emergencies reporting grew from reports in wartime. The p ast twenty years witnessed a tendency in emergencies which is from organizati onal control to reporting information in mass communication.The influencing factors from the propaganda power have decreased. But in the process of the pattern of pulic opinion guidance in China, this tendency a lso led to make news coverage more complex.As a important class of media daliy reporting, emergencies have a variety of narrative patterns-all exist in public communication today&presents dif ferent relationship between government and the press. These factors also make emergencies coverage of the party newspapers showing a "edge breakthrough" t endency. On concepts and operating details, party newspapers’ traditional produc tion pattern need a new round of reflection and evolution.
