With the development of the internet, responses to the Internet Public Opinion (IPO) has arisen as a newly-emerging job which directly influences the effect of social governance or even the social stability.Therefore, how to meet the challenge of networking and information, and how to complete the responses to the IPO to form a good public opinion atmosphere are important and urgent tasks that party and government organizations at all levels should face. It is also a hot issue that should be confronted and solved on the way that the government serves for and realizes the development of science.However, responses to IPO in some local governments, enterprises and public institutions are far behind the demand of the internet, presents as insufficient public opinion awareness, over or under reaction, lower response capacity, simple and crude management. The phenomenon may find explanations in the current period that the nation is experiencing, that is economic transition, social transformation, the interests of differentiation, the information explosion, thought diversity, concept impact, and so on. Due to these reasons, it is of great difficulty for the government to do social management, particularly the responses to IPO, in the aspect of which some local governments holds reduced policies resistance and lack of certain confidence in government capability that should be hold by a great party with more than90years history and over60years in power. Therefore, it is necessary and possible to apply "Three Confidences" theory into the study of the responses to IPO.Based on the study of relevant literatures and the learning experience of the author himself, this paper first introduces the theory of "Three Confidences" and analyses the results and problems of the responses to IPO; then demonstrates the necessity of applying the "Three Confidences" theory into the study of the responses to IPO on the basis of empirical studies and realistic requirements; finally presents principles and countermeasures for the responses to IPO based on "Three Confidences" theory.This paper brings forward some concrete countermeasures for preventing the attack of malicious websites, safeguarding personal rights and interests of the IPO and improving the handling of public complaints through illustration of the combination of "Three Confidences" theory and the work of responses to IPO from three aspects as branding new sight, finding new methods and creating new guarantee. Furthermore, this paper comprehensively realizes the unity of theory and practice, classification and comprehensiveness, horizontal and vertical so that it can provide certain reference value and significance for the enforcement and improvement of the responses to IPO.
