With instant, interactive and informative features, the Internet provides people a convenient and efficient platform to express their opinions. In recent years, there have already been many media events taken place and developed on the Internet, bringing about huge social impact. Nowadays, such event with million hits is nothing new. Therefore, the study of Internet public opinion is very necessary under this background. This thesis concentrates on the formulation process of Internet public opinion and the way to manage and guide it.First, this thesis clearly defindes and describes some basic concepts related to Internet public opinion, such as information, public sentiment, public opinion, Internet public opinion. With the help of the relevant theory of "public domain", it lays a good foundation for further discussion and analysis.Then, from the historical perspective, this thesis reviews and summarizes the four stages of the development of Internet public opinion in China. We can also see the development of government's management level from these four stages.By analyzing the subject, establishment process and functions of Internet public opinion, this thesis further researches the characteristics of public opinion on Internet. As to the subject of Internet public opinion, this thesis finds out with a large number of survey and data collection that netizens in China are mainly young, educated, rich, and they use Internet as entertainment tools and a way to access information. At the same time, young, educated, rich people have clear political orientation. They express political orientation by using various forms.As to the establishment process of Internet public opinion, this thesis focuses on the three elements with which information sublimates to public opinion, three stages of public opinion disseminated on the Internet, and the four developing stages of Internet public opinion. This thesis studies the establishment of public opinion deeply by analyzing a number of recent hotspots. As to the functions of Internet public opinion, this thesis finds out that expressing public opinion, supervising the power, promoting reform and easing the emotional are the four main founctions.Finally, this thesis discusses how to guide and manage the Internet public opinion more effectively. It points out four requirements of the management, several key management methods, and three issues that we should pay attention to. This thesis also highlights the new way of managing the Internet public opinion: to make the communication between the government and the people more efficient, we should do our work according to the displine and regular pattern of public opinion.
