E-learning, which is a following new learning method to the Internet, has provided a good solution for the conflict between explosive knowledge's growth and the traditional study way. It is a perfect integration of information, network technology and the training course market. The new method has speeded up the dissemination of knowledge and enhanced the flexibility of knowledge conversion regardless of location and time. What is more important, it settles the missing and distortion problems in the process of information dissemination by the traditional manner. E-Learning which needs further development of its related technologies is still facing some problems, we need to promote the application of E-Learning.The thesis firstly explores the background of the development of E-learning and currently E-learning situation at home and abroad. Then the thesis introduces the SCORM standard, which contains the content aggregation model (CAM), runtime eviroment(RTE) and sequence and navigation(SN), as well as B/S model and three-tier-architecture. Combined with J2EE technology and Struts Framework, the author designs a teaching resource manage system based on SCORM standard. The system is composed of course content organization management, study-supporting management, teaching resource management and user's permission management. Course content organization management mainly manages the contents and structure of course. In order to make the content and structure conform SCORM standard, the course content organization management is composed of SCO course content editing management, SCORM course structure management and SCO course package management. Teaching resource management is mainly the management of SCO course information and teaching resource distribution. Study-supporting management will monitor and record the information of students'learning processes. All the functions is based on the user's permission management. The thesis illustrates the design and implementation of database and functional modules.At last, this thesis studies the problem of video convert using Mencoder and asynchronous communication by Ajax technology. These strategies will improve the running efficiency of the system.
