Nowadays the culture, a more and more vital role in the competition of national comprehensive strength, blend mutually with the politic and economy, has become the so-called "the soft strength", especially for those counterparts on the economy, military and so on. The formidable cultural strength is the essential supplement for the strength of economy, technology and national defense in the intense international competition. Without it, the country will lose the superiority. Therefore, the enhancement of "the soft strength" has become the urgent task, which also has been added into the national strategy. At the Sixteenth Congress, "developing the cultural establishment and the cultural industry positively" has been paid special attention. The Third Plenary Session of the 16th Central Committee of the Communist Party of China (CPC) vowed to form one big group of large-scale cultural enterprises through systemic reform. While being the core of cultural industry, the publishing business starts to change its rules and transfer from non-business institutions into business institutions officially under the background of the vigorous culture organizational reform.From the founding of the New China, our publishing industry has been for more than 60 years, during which it has been managed under the principle of business institutions. Although there were some reforms, they were some compatible ones, which did not change the essence. As the consummate of the socialist market economy and the expand of the reform and open policy, the old publishing system and management have hindered its development gravely. The reform, begun from 2003, is a real change for the publishing business in the true sense, which gets into the heart of the enterprise system, has changed its system and transferred it into business institutions. The following question is about the audience's worry. They are concerned about such change which will lead the publishing industry to chase after the economic interest and abandon the social benefit. This paper is precisely analyses the community responsibility that the publishing house has to undertake and the balance between the economic interest and the social benefit, even though under the management of business institutions.There are four chapters in this article. The first chapter elaborates briefly the publishing organizational reform background, the significance of this selected topic significance, the present situation at home and abroad, the research methods and the innovational ideas.The second chapter has combed the history of the publishing organizational reform processes according to our national economic systemic changes, the emphasis of which is the current developmental situation of our publication under the compare between the planned economy and the market economy. While the publication has two sides:the cultural and economical attribution, it can emancipate and develop the productive forces only under the principle of the market economy. Therefore, the changes on rules and transfers from non-business institutions into business institutions are necessary and essential.The third chapter first analyzes the publication has become an independent market main body after the enterprise transformation, which must participate in the market competition and observe the rule of "Survival of the fittest". But as the intellectual and artistic resource, this cultural enterprise must place the social benefit in the first place, which is different from the general business. It also has the political explorative and the cultural properly. What's more, the publication enterprise should undertake the responsibility for the investor, the staff, the reader, the commercial partner (including supplier, competitor, and seller and so on), the community and the environment and so on according to the benefit counterparts theory; while according to the enterprise authority theory, the publication enterprise should undertake the social responsibility including economical responsibility, laws and regulations responsibility, cultural responsibility, ethics responsibility and voluntary community responsibility. And it has built the Evaluating Index System preliminarily for its social responsibility.The fourth chapter introduces briefly the present situation of the publishing enterprises fulfill their community responsibility in our country. There are some advantages and disadvantages. As to the shortcomings of the fulfillment to the social responsibility, this thesis proposes the interior and exterior mechanisms respectively, as well as some practical and feasible countermeasures.
