Culture, the great sources for a nation's binding force and innovation, is a vital factor for comprehensive national strength. Publishing is a crucial culture enterprise. Moreover, publications are a carrier for culture transmission, knowledge spread as well as information delivery and it is also an important part in the transformation from science and technology to productive forces. It is necessary to strengthen our country's "culture soft power" in order to achieve the revitalization of the Chinese nation. However, the strengthening of the "culture soft power" cannot be fulfilled without the booming and developing of the publishing sector. Therefore, it is essential for us, the publishers, to strongly impel the reform, innovation and strategic transformation with the goal of establishing matched governing structure and liberating the culture and developing the productive forces.Liberating and developing productive force is definitely a process of changing the system on a large-scale, which is the very transformation argued in this thesis. Transformation is a complex and dynamic system. It contains the politics which determines the strategies of the transformation. It also contains the market, which determines the distribution of resources. It contains the enterprise itself, as well. This thesis realizes the complexity of the publishing sector in the process of transformation. Besides, in view of the specialty of the publishing sector, the thesis probes into the historical changes of publishing sector's governing structure and problems from the institutional environment, exterior governing structure and interior governing structure. The thesis manages to present the argumentations on the following issues: how Party and the government lead this great change; what kind of leading strategies can be adopted; what kind of governing structure can be established in China's publishing sector; how the governance of the publishing industry can be constructed; how the relationship between publishing sector and other parts, namely, Party, government, society and the market, can be dealt with; how a unified, open and regulated publishing market system can be established; how the polices and institution of publishing can be linked up and how loss, conflicts and overlap can be avoided.This thesis falls into 5 chapters: chapter 1 is about the background, literature review, methodology and analysis of the characteristic of the object of study; chapter 2 is the introduction of the changes of the governing structure by the reforms in publishing sector, and the introduction of institutional characteristics of those reforms since 1978 as well; chapter 3 gives a detailed analysis of the problems in governing structure during transformation period from the aspects of legal institution, government supervision, policies, social supervision, market system, and enterprise-oriented system; chapter 4 offers course of building governing structure in publishing sector and the proposal to better the governing structure from 3 aspects, i.e. to establish the exterior governing structure from four aspects, confirm the role of market mainbody and the role of juristic person in publishing sector; chapter 5 is the summary and outlook.
