With the continuous development of market economy, the social ethics, values and interest structures are changing and our society is showing complicated situation. As consequences, the public security work is confronted with enormous challenges and pressures. In the meantime, with the further development of Video Compression CODEC Technology and the Data Storage Technology, the Ping-an City System(PCS) that based on video monitoring technology, as one of the important growth business sectors in telegraphic industry, get to increasingly spread and applied in various industries. In this background, through vigorous market competition, our telecom gain the chance to cooperate with public security to build PCS, and work together to achieve our informatization Strategy of intensifying the police with science and technology and to make our city more secure and peaceful.In the PCSVideo Monitoring project team, I mainly took charge of the system scheme design, also as the supporting supervisor in the deployment section, and to check and accept the system. Therefore, this thesis mainly aimed at studying design and implement of system, which based on video monitoring technology.Firstly, this thesis combined my specialty and knowledge, focused on two crucial technologies in the Video monitoring system:one is the Data Storage Technology and the other is Compression CODEC Technology, detailed analyzed and compared various data storage framework and the similarities and differences between two main stream data compression codec technology, MPEG-4 and H.264, so as to lay a theoretical foundation for the whole design work of PCS system.Secondly, according to the demands of our clients, also bonding some features of this system:large scale, high level of security, stability and reliability, I provided a feasible system design plan. In this scheme, on the one hand, the general design thinking, target, principles and proofs are stated; on the other hand, how to select and build the organization structure of PCS, as well as the analysis and comparisons of different data storage plans, the structure, function and configuration of each sub-system are amply discussed.Thirdly, this thesis introduced implement situation and realized function of PCS system, focusing on analysis of its advantages and disadvantages, so as a conclusion, gain and loss of system design scheme are provided. Especially aiming at three main questions encountered during system implement, such as:How to realize mass data storage? How to meet the high-ranking safety requirements to our system in physical, network and information aspects from public security's clients? How to ensure the system running stable and reliable in condition of outdoor operation? By linking theory with practice, studying in order to apply it, I provided my own technical solution scheme.Finally, outlooks of the growing trend of PCS video monitoring systems from three angles of industry, construction and technology.
