The video surveillance system has the merits of flexible usages, powerful functions, low cost, broad prospect of application and great economic value, so it has received more and more attention from the government, industry and academia. With the continuous improvement of the network technology, video surveillance gradually changes from local surveillance to remote network surveillance, and web-based video surveillance becomes popular.This dissertation presents the development of an IP-based campus surveillance system. Based on the analysis of the requests of the school, the video surveillance system is decomposed to the data acquisition subsystem, video surveillance subsystem and data management subsystem. The details of analysis, design and implementation of the system are described.Due to the large volume of data collected by the data acquisition subsystem, high bandwidth is needed for video data transmission. Therefore, this dissertation focuses on the studies of video data compression and video data transmission. The video data compression is implemented by an H.264algorithm running on BF527chip, and the algorithm is also optimized to speed up data compression. The video data transmission is carried out with multicast over IP networks which greatly reduced the burden on the network..
