Along with the growth of domestic cities, the problems of the public security, thetraffic control and the commending communication etc become more and more serious.The enterprise of the “Peace City Project” plays an important role in building socialistharmonious society, Maintain social stability, and guaranteeing the people’s safety of livesand property.The issue aims at the construction needs and developing actuality of the XiuyanCity’s “Peace City Project”. In this issue, the writer studies the design method andimplementation technique of the Xiuyan city dynamic monitoring and emergency system.The system realizes a bi-level the shared networks of monitor images and alarm messagesbetween public security bureau and local police stations, combine the monitoring system,the security system, and the GIS of the whole Xiuyan City, by the computer andinformation technology, and the broadband digital fiber optic transmission network. Theoutcome of this issue contributes to build an efficient unity of the whole city’s monitoring,alarming, commending and controlling system. It illustrates the studying value andpractical significance of this issue.The content work of this issue as follow:(1) On the basis of the building of “Peace City Project” and video monitoringtechnology, aiming at the construction needs and developing actuality of the XiuyanCity’s “Peace City Project”, this issue analyzes the application needs of dynamicmonitoring and emergency system, and introduces the construction object and designprinciple of the system.(2) On the basis of the system’s construction object and design principle, this issueexposits the collectivity design of the Xiuyan City dynamic monitoring and emergencysystem. The system constructs of a central integration platform of city, several stationmonitoring platforms, and front-end access points. The central integration platform is usedfor control the integration of the subsystems, carries communication of them.(3) In connection with the needs of video monitoring system, the issue studies thestorage technology of video images. Using the H264/MPEG-4coding method, the systemcan satisfy QoS needs under the condition of the high compression ratio.(4) In connection with the central module of the monitoring and emergency system,the issue provides the details of the whole construction and functional design, analyzes themethod and key technology of the design of software, and the key obstacle with resolutionof the realization.
