The university evaluation exercise plays an important role on educational policy's formulation, the university education administration, the student's applying for advanced studies and so on. The university evaluation management information system(UEMIS) is not only to calculate and give a report, but also to provide the social public, the government, the scientific researchers as well as others with good university information consultant services. During the development of UEMIS, the author obeys the software engineering's design concept strictly, put the right position in the system's project objective and characteristics, takes the mixture of C/S and B/S as the design pattern and establishes the system's logical architecture design, the system functional design, the user interface design, the DB design and so on. This system consists of the intelligent service client management system and browser management system. The former mainly contains the criteria management, input, computation, compile, output, data management, information management and user management modules and the latter contains two modules including the information service and the information maintenance.UEMIS based on the web has established the user visit management and information service procedure modules, fully considering the internet users' characteristics, according to the advantages of the domestic and foreign university evaluation information service websites'construction.
