With the development of modern city, the scale of modern city is expanding in a very large extend, furthermore, the civilian in modern city are becoming more and more. The process of citizen is becoming faster than ever. Now, the degree of modern citizen has become one flags of the development of one country or area. As the coin has its two sides, the same is modern city. The progress of modern city, all kinds of emergency in cities, such as earthquake, infectious disease, has already abstracted administrators'attention of cities. Up to now, more and more countries and researches have devoted themselves the research of emergency in modern city. China is a developing country, however, is still in the face of similar problems, that is, how to manage modern cities in China to contact emergent affaires. Many cities in China are already devote so much human resource and finance support to copy with emergency in modern cities.In this paper, we will focus on two hot topic research areas with the aim of coping with emergency in modern city, that is, the infrastructure of emergency management system in modern city and the preliminary plan of emergency in modern city, depicted as follows.1. We suggest an infrastructure for emergency management system of modern cities in our country and module this infrastructure into several sub modules, including the relationship of sub modules with each other. We divide this infrastructure into four sub systems, which is, basic information system, fast evaluation system, preliminary plan for emergency system and emergency education system. Furthermore, we discuss all four sub systems from the aspects of basic function, framework, and requirement and so on.2. We propose and realize a subsystem for preliminary schema to tackle cities emergency. Based on the first research topic, we design and realize a prototype subsystem for preliminary schema, which works in a virtual computing environment. We simulate the four subsystems, which are discussed in the first search topic, in computer network; in other words, every subsystem is simulated with an isolated computer. Eventually, all subsystems communicate with each other through computer network. In this prototype, we simulate two classes of emergency events in modern city and use these simulated emergency events to test our prototype. The result of simulator shows that our prototype system works well and could be adapted to future research work.
