Reserach On City Earthquake Emergency Aided Decision System

With the development of economy and society, people pay more attention to social security. Among the all natural disasters of that a city must face, earthquake menace is the chief one. So the major task of earthquake emergency management for a city is to alleviate damage and casualties resulting from the earthquake, and to control the influence of earthquake on society to a small extent; .many experiences have prove that establishing an earthquake emergency response system is a effective technique means for earthquake emergency management and for helps to decision making for rescue , particularly, it is very important to effectively utilize all kinds of information relative to disaster and to make right decision for response. In this paper, by using the theory about crisis management for reference and combining the scientific research project, the issue of how to establish the system for earthquake emergency management and for helps in the decision making about disaster relief.In the first part, the possible earthquake threat to city is analyzed, and the research on the system in domestic and overseas for earthquake emergency management and for helps in decision making about disaster relief is synthetized; In the second part, on the base of the needs of emergency management organization and its difference at different stage in relief progress, the major function that the system should provide with is discussed; In the third part, designing all kinds of database such as society information ,summary on historical earthquake relief, and the model and method for helps in decision making on disaster relief are studied, some examples are present; in the forth part, how to collect the emergency information about earthquake situation are discussed, we discuss the syncretizing method and technology from different information source , and the forming progress and validity of decision making about disaster relief by the system;. As an example, in the last part, the system established in Dongying city is introduced.Earthquake emergency management is a new question for discussion by discussing and studying above ,We want to explore a more feasible way for earthquake emergency management, and hope the research can provide some useful information on earthquake emergency management in future practice and investigation.
